In the early 1990s it really wasn't clear how the dismal science of health economics could be taken forward in any practical way, with the failure of the Orgen prioritization program showing the political risks of science based policy making. It seems now, from the perspective of 1993, that NICE has been a very considerable success. And
this report (pdf Object) shows how well NICE has combined science and pragmatism, and humanised the dismal science.
